There are many properties in Oregon which have been given restrictive zoning status in the last 30 years. These zones, such as flood plain, wetland, wildlife area, farm use and forest use have made it difficult to develop many properties. The intent of the agencies placing these zoning restrictions on land is not to keep you from building. The zoning exists to give us guidelines as to how to build in a way that preserves certain qualities of the property. Wading through the many rules and codes can be confusing and even frustrating.
My job as a land use consultant is to help you make sense of the rules, and to develop a strategy for making use of the land that is good for both the owner and for the natural qualities of the land. In many cases, land that has appeared to be unbuildable can be developed. Existing homes can be replaced with newer, larger ones, and homes can be built in the flood plain and into wetlands if certain criteria are met and proper mitigation is agreed upon by the agencies involved.
